Yes, they can.

As a rule, Nevis-based Forex broker companies will not be found on the FSRC Regulated Entities list, as there is no "Forex broker / CFD broker" category. Instead, Nevis-based Forex brokers will have Company registration Number and Certificate of Incorporation in their document package. This allows them to legally operate in Nevis and conduct business activities, including providing Forex trading services.
